Circle Opens National Trust Bank, Enabling Direct Stablecoin Custody and Issuance

American Banker · Aug 5, 2026 4:30 PM EDT

Circle has officially launched its nationally chartered trust bank, granting the USDC issuer direct authority to offer custody products and greater structural flexibility in how and where it issues stablecoins. The trust charter, granted by the OCC, places Circle under federal prudential oversight and subjects it to capital and compliance requirements comparable to traditional custodians.

For Armada's crypto repo desk, this development is operationally significant in two ways. First, a federally regulated Circle strengthens USDC's credibility as a settlement and margin currency, reducing counterparty-risk concerns from family offices and institutional holders. Second, Circle's new custody capacity could eventually offer an alternative or complement to Fireblocks for USDC-denominated flows; confirm with legal whether existing Fireblocks MSA terms remain optimal given the expanded institutional custody landscape.

Suggested action Assess whether Circle's trust bank custody could complement or compete with Fireblocks for USDC margin settlement flows.
